Few days back my friend Tommy Singh bulldozed me to travel to Goa with him in this escalating Mumbai heat of March end. When I complained, he grinned mysteriously and continued to be sly throughout the journey. 
We checked in at Hotel Mandovi located on the banks of Mandovi River, Panjim, still wondering as to why suddenly to Goa in this heat? Tommy Singh returned in the room, after finishing his work in the town and announced, "we are gonna have a great night. We are going to blast casino!" I didn't know what to say...just fumbled few words. Suddenly I found excitement creeping in me. I love casinos. Oh, yes, very much. Its always been a great night for me, for a thrill.
We were walking towards GPO to catch a boat to Casino "The Casino Carnival on the River" when Tommy abruptly stopped and turned to me, "Lets have a drink, some dancing and then go for casino". 

Before I could say anything we were heading to the "DOWN THE ROAD RIVER FRONT BISTRO AND PUB" on M.G.Road at Panjim. 
My goodness, what a place!  Full of life and action! We had a beer and danced crazily with the crowed till 8 PM when we left for the Casino Carnival. It was my first visit to this place. "The Casino Carnival on the River" was situated on the Mandovi River overlooking the capital of Goa Panjim and lays claim to the most outrageously fashionable and entertainment packed casino in Goa. 
On entering we found the claims to be reasonably true. Just took a round of all 4 operational decks with large gaming area, having 27 gaming tables in Goa which also includes 2 Automated Roulette Tables and the largest selection of Slot Machines in Goa with a total of 45. 

Wow! We settled at the bar in the main gaming floor, had tantalizing food, enjoyed some great live Indian music and left for our respective gaming tables; Tommy Singh for Black Jack and me for Roulette.
Though I'm not a hard core gambler and visit for fun, I love playing Roulette compared to other gambling games because of 2 reasons. 
One: I have a chance to change my bet till the dealer calls "no more bets", unlike other games. 
Two: I enjoy watching the ball spinning feeling the  blood rushing to my temples and heart pounding!

HOW TO WIN IN ROULETTE
18 numbers are on black and 18 are on red blocks plus one single zero and  one  double zero (USA). As per the law of probability, there should be 50-50 chance of the ball stopping on a number on either black or red. So, as a  simple rule, if the ball, for example, stopped on 3 which is on red block, put your bet for next on black, say on number  4 which could be on a black block. 
However, this law does not work at all times. Therefore, your best winning chances are by keeping a track of the last 5 or 10 winning numbers. Most of the roulette tables have a counter displaying a history of winning numbers and their colors. Now if you find that the last three or five different winning numbers were from black, then perhaps next winning number would be on red. 
Most of the times you will win by following the above strategy. 
How much? It depends on your investment. To cite an example, if you buy 30 chips of Rs 50 each ie Rs. 1,500 and play for 45 minutes, you have a chance of winning Rs 5,000. This is how I win, some may not agree.
For new players, I would suggest putting your chips in between a number or put on a corner, covering four numbers. However, playing this way reduces your winning by half or one fourth if your number becomes a winner but it is safer as your one chip is covering two or four numbers.
For crazy gamblers bent upon playing higher stakes, I would recommend playing 8 to10 chips at a time, covering 10 or 15 numbers.
CAUTION:
Please keep in mind LUCK does play its role. So, watch carefully other players who are winning and you can bet on the same numbers. However, in spite of following the above strategy, if you have lost 3 or 4 rounds, QUIT! No science or calculations are working. It is not you day! My rule is, whether winning or losing, I quit the table after 45 minutes, enjoy the thrill, glitter, sound of music, watch other tables, have a drink and join the other Roulette table.

THE BASICS
Players, usually up to eight, play against the House represented by the croupier also called the dealer, who spins the roulette wheel and handles the wagers and payouts.  The wheel has 37 slots representing 36 numbers and one zero. In the USA as per my experience in Atlantic city, most roulette wheels have two zeros and therefore 38 slots. Each player buys-in a different coloured chips so their bets don't get mixed up. At the end of play, if you won, you exchange back the color chips with cash chips. To play roulette, you place your bet or bets on numbers (any number including the zero) in the table layout or on the outside, and when everybody at the table had a chance to place their bets, the croupier starts the spin and launches the ball. Just a few moments before the ball is about to drop over the slots, the croupier says 'no more bets'. From that moment, no one is allowed to place - or change - his or her bets until the ball drops on a slot. Only after the croupier places the dolly on the winning number on the roulette table and clears all the losing bets you can then start placing your new bets while the croupier pays the winners. The winners are those bets that are on or around the number that comes up. Also the bets on the outside of the layout win if the winning number is represented.
The payouts
A bet on one number only, called a straight-up bet, pays 35 to 1. (You collect 36. With no House advantage you should collect 37 (38 in the USA on double zero roulette wheels).
A two-number bet, called split bet, pays 17 to 1.
A three-number bet, called street bet, pays 11 to 1.
A four-number bet, called corner bet, pays 8 to 1.
A six-number bet, pays 5 to 1.
A bet on the outside dozen or column, pays 2 to 1.
A bet on the outside even money bets, pays 1 to 1.
